Santa Ana, California, has seen a significant increase in development, with building permit valuations reaching $772 million in 2023. This amount is more than double the construction valuation of previous years. The city issued over 9,500 building permits, supporting growth that provides new housing, jobs, and business opportunities.

Mayor Valerie Amezcua described Santa Ana as a center of opportunity within Orange County. The increase in development is due to business-friendly policies and a strong entrepreneurial presence. The city hosts about 25,000 businesses, including small firms and a Fortune 500 company. Its proximity to an international airport and major freeways, along with a diverse downtown area, makes it appealing for investment.

In 2022, Santa Ana revised its General Plan to allow for new mixed-use developments. The city is also updating its Zoning Code to make project applications easier and clarify land use rules. These changes aim to improve urban infrastructure, walkability, sustainability, and community well-being, focusing on five key areas in the General Plan.

Several large projects are in progress. For example, the Rafferty on 4th Street by Toll Brothers will provide 218 apartments downtown, and The Row at Redhill by Greystar is turning an old industrial site into a mixed-use project with 1,100 residential units and commercial space. The 1st and Harbor Mixed-Use Development will transform a vacant lot into a nine-story building with residential and commercial spaces.
