Younger voters express growing concerns about the state of democracy, fearing that it is at risk of failing. Pollster and communication strategist Frank Luntz recently engaged with younger voters before the 2024 presidential election to understand their perspectives1. Here are some key insights:

Low Turnout, High Ideological Impact

Despite the perception of surging youth participation, the reality is different. In California, for instance, seniors significantly outnumber young voters in terms of actual ballots cast. Seniors constitute 23% of voters but account for 36% of ballots, while younger voters represent 27% of the electorate but contribute only 15% of ballots.

However, the impact of younger voters extends beyond mere numbers. Their ideological stances are markedly more pronounced. Approximately 40% of seniors identify as moderates, whereas among younger voters, only 25% do so. The remaining 75% lean more liberal than conservative, with a substantial 40% considering themselves very liberal6

Strident Ideological Leanings

Younger voters exhibit a clear preference for progressive policies and Democratic candidates. Recent polling in California reveals that seniors favor Democrats by a 50% to 36% margin, while young voters overwhelmingly support Democratic candidates at a 70% to 18% margin.

Seniors are evenly split on specific issues, such as Governor Gavin Newsom's proposal to ban gas-powered vehicles by 2035, but 18-34-year-olds express much stronger support (70%) for such progressive measures6

California's Youth Engagement

Contrary to the perception of disengagement, young Californians are actively involved in the political process. Their voter registration rates surpass those of other states.

However, the challenge lies in translating this engagement into higher turnout during elections. Despite their ideological fervor, young voters must translate their convictions into actual votes to effect meaningful change6

As for the San Francisco Bay Area, it reflects broader trends observed among California's youth. While political awareness and engagement exist, the region grapples with the same issue of low youth turnout.

San Francisco's Democratic Party, representing a large community of Democrats, advocates for fundamental change in the political system. However, bridging the gap between ideological fervor and actual voting remains a critical challenge3 5. Critics of lowering the voting age argue that 16- and 17-year-olds lack the maturity and life experiences necessary for informed voting. Still, they also acknowledge that younger voters tend to lean toward more liberal causes7.

Overall, the Bay Area's discourse echoes the broader concerns about democracy's fragility among younger generations.
