Following an abuse investigation, Kentucky State Police investigators arrested a foster parent. Robert Thomas, 32, was apprehended shortly after 10:00 a.m. on Monday.

The charges are the result of an inquiry that began in February 2022 when Kentucky State Police were told that Thomas was suspected of improper behavior involving a minor.
Further investigation revealed that Robert Thomas had actually served as the juvenile's foster father, but his guardianship was subsequently terminated by the courts.

After his guardianship was withdrawn, Thomas is accused of hiding the minor from social workers and police enforcement. During this period, Thomas is also accused of abusing the minor.

Robert Thomas was arrested and charged with Kidnapping of a Minor, a class B felony, and Sexual Abuse 1st Degree, a class D felony, at the McCracken County Courthouse. He was arrested and booked into the McCracken County Jail on a $100,000 cash bond.
