what the police need to do is take the underage kid home and give the parents a warning if the kid is taken home 3 times, the parents should be fined $200 . then you'll see how fast the kids will be home by curfew. any kid that is out after curfew, the parents already know, but does nothing about it. fine the parents and the kids will be home.
