(BOSTON) Two weeks after Gov. Charlie Baker vetoed a climate emissions bill that would set a goal of net-neutral carbon emissions in Massachusetts by 2050, a veto-proof majority passed the same legislation, WBUR reported.

Baker attributed his veto to concerns about decreased production, specifically around housing development. In a joint statement, House Speaker Ronald Mariano and Senate President Karen Spilka said the bill "rejects the false choice between economic growth and addressing climate change.”

The first vote took place at the end of the previous legislative session, so if Baker decides to veto the bill again it will return to the legislature for a third time. Thursday’s vote exceeded the threshold to overturn a veto, though.

Rep. Thomas Golden and Sen. Michael Barrett, the legislators who refiled the bill, refused to alter the legislation after Baker’s veto.
